Zabtec's work is powered by a partnership with the Higher Education Commission (HEC), Pakistan's apex body for higher education. The division of roles is simple and deliberate:
HEC — the mandate & the funding
As the national regulator and largest scholarship funder, HEC sets policy direction and provides the resources that make awards possible.
Zabtec — the delivery engine
We build and run the systems: the application portal, eligibility scoring, verification, disbursement, audit and student support.
This site, and the student experience it describes, is Zabtec's — the day-to-day home for applicants. HEC remains the funding and policy partner behind it.

The Higher Education Commission is a statutory body established in 2002 to fund, regulate and accredit higher education across Pakistan. It oversees degree-awarding institutions, supports research, and is the country's largest provider of scholarships — from need-based undergraduate support to fully-funded doctoral fellowships at home and abroad.
Zabtec's role is to help that mandate land reliably with students, through service and technology built for the applicant's experience.
